Since 2004, Technopark “Idea” has been working as a socially-oriented project, creating a comfortable environment and providing incentives to small innovative companies. Annually, lost profits of Technopark, through the provision of benefits for the localization of small companies on its site, is about 25 million rubles.
In 2007, Technopark “Idea”, as the project has become self-sufficient and for the period from 2007 to 2014 the total amount of the benefits, provided in part of the rent to the subjects of small innovative companies, amounted to 202 million rubles. In the presence of such “losses” in the budget of Technopark, to ensure its stable operation and ease the financial burden, the Republic of Tatarstan in the face of the Executive Committee of the city of Kazan provides Technopark “Idea” exemption from the land tax.
Based on the methodology of evaluation of losses of the city budget, developed by the Committee for Economic Development of Kazan, through the provision of benefits for the land tax to Technopark “Idea”, the city in 2014 received lees of 3.6 million rubles.
However, provided Technopark benefits are reflected in the increase of the efficiency of activity of the innovation infrastructure and the growth of economic and social efficiency of Technopark. So, in 2014, on the territory of Technopark it was created 54 new companies and 555 new jobs. The average salary in the territory of Technopark consistently higher than the average republican, and according to the results of 2014 amounted to 29,312 rubles.
Thus, according to the method of estimating the budgetary and social efficiency of tax incentives for Technopark “Idea”, developed by the Committee for Economic Development of the city of Kazan, the amount of the budget of the social effectiveness of Technopark in 2014 amounted to 212.5 million rubles.
