The decision on its creation was adopted by Tatarstan Republic Ministry’s decision № 640 taken on November 12, 2002. On the 5th of February, 2004 Technopark began work from opening the innovative business incubator.
The Innovative Technopark "Idea" was created within the limits of the common state Tatarstan strategy of deliverance of economy from notorious «oil dependence» and its transition to the innovative way of development. Technopark is the infrastructural and investment project, which became the founder in the country, an original federal educational place. It stimulated the creation of Technoparks and business incubators in many spheres and territories of Republic. Not casually Board of directors of Technopark "Idea" includes representatives of Government RT, heads of large companies which produce the budget and institutes of higher education. Board of directors is headed by First Deputy Prime Minister of Tatarstan Republic Ravil Muratov.
Many people consider Technopark as usual office centres where big business and small business are located on profitable conditions. Actually, the aim of Technopark is not in packing the areas by tenants, it consists in the assignment of advanced infrastructure and a full complex of the services providing the idea’s realization from the plan on the paper till working business, which is asked-for investors, during some years.
According to global experience, the business–model realizes in Technopark "Idea" which provides anchor residents and small innovative companies from level Start ‘up to Expansion. The anchor residents provide financial stability of structure and demand of its territory to other potential residents.
Such brands as GE Money Bank (it is presented by a data-processing centre), Siemens (is presented by engineering centre), DHL (it is presented by the main computer office in RT), Yokogawa Electric (it is presented by the main computer office and engineering centre in RT), Mc Donald’s (it is presented by the main computer office in RT) are located in Technopark “Idea”.
The companies of a such standard appeared in republic due to the participation and triumph of Technopark "Idea" in large-scale international tenders, and the localization of technological subdivisions of these companies in Technopark provided additional inflow of investments in republic and improved investment appeal of Technopark place and region as a whole and provided additional workplaces (up to 700 workplaces in one company).
The main residents provide also a number of infrastructural functions, and give energy effect from their interaction with a small business. Besides, the presence of big international business on the area sets a high level in work for the small companies adjoining to them.
The main residents do not use privileges in Technopark area, they provide proceeds of private investments into the infrastructure. The small companies – residents use the privileges which are given them by the account of Technopark and its partners, and have an opportunity of easy start. Office centres search for themselves the clients in the street, and Technopark prepares these clients.

Counting on inflow of fresh strength, intellect, perspective and creative young experts, ideas, Technopark initiated vocational guidance competition "Prospect" for pupils of 10-11 grade, students of primary, specialized secondary and higher educational establishment RТ. The purpose of the competition-to impart practical skills to participants in the choice of the direction and the organization of the business. This competition is organized together with the Ministry of Education and science RT in 2005. The concept of this Competition was created by Technopark “Idea” and, within three years, the technology of its work was forming in order to the mechanisms of support of youth innovational creativity functions independently. Now Technopark is a part of organizing committee of Competition and continues it develop. Today 420 applications received the support.
On following after start of "Prospect" year in Republic started the next mechanism of support of perspective innovative workings out. Another mechanism of support of perspective innovative development started next year after the program start up of "Perspective" in Republic. Program of development of innovative projects «Idea-1000» is started jointly with Fund of assistance of development of small business in scientific and technical sphere and Investment-venture fund RT Technopark "Idea". The program includes three areas of resource support. Winners of nominations can count on financing in scope from 400 thousand to 3 million roubles. 392 creative staffs received support in three nominations of the programme since 2006. . Today the mechanism of successfully work Programme. Technopark "Idea" is included into Program’s organizing committee.

The second District Venture Fair took place in
18 companies found the partners following the results of Venture fair’s work. 1267 private persons and creative staffs addressed for Technopark services during 5 years of it’s work. 117 companies took the opportunity of localization in Technopark, 420 collectives took part in the competition "Prospect", 392 collectives took part in the program «Idea-1000». 314 demands took part in Venture fairs, 24 demands are in working out.
Today 89 companies work in Technopark. Among them there are 77 companies of small business (from them 55 – are the stage start up, 22 – are the expansion stage); 6 main residents; 6 state organizations. Altogether1600 persons work in Technopark territory.
The companies, besides new technologies, create additional workplaces. Thus, the Technopark "Idea" is the socially-oriented project. The state has created the infrastructure and conditions, and small and big business which provides workplaces, starts to grow, generates taxes, allows to create something new and interesting in these conditions. The state investments into Technopark "Idea" are paid no more than for 8 years, 5 from which have already passed. If you compare these figures with foreign Technoparks, their period of time is 10-15 years. The average wages in companies-residents of Technopark "Idea" is 16 550 roubles, that is above, than as a whole in Tatarstan. To date it is created about 4 thousand workplaces on
According to the regular quarterly questioning residents of the Technopark "Idea" residents on the 23rd of January, 2009 activity of 75 companies (97 %) does not depend on bank credits, activity of 69 companies (90 %) is not oriented to the large enterprises.
Residents of small innovative business are very active and viable. They, as a rule, do not depend on bank credits. They are optimally created and there is nothing unnecessary in their structure. Furthermore, had expanded on such places as Technopark "Idea", "Master", Technopark "Idea-southeast", the company at any moment can optimize their business costs, having refused the rent of the areas, some equipment and services. Proprietors of buildings and the equipment are less flexible in the conditions of such situation in the world financial market.
As these five years have shown, the main innovations are of benefit. It is most indicative in the conditions of economic instability.
Two federal programs successfully started in Technopark "Idea" territory. On the 10th of March, 2006 the Program of Technopark creation in sphere of high technologies is started in republic. On the 12th of May, 2006 the first federal business-incubator in Russia « Sviyaga», in which territory today 31 start-up company develops, has opened.
There is an experience of the creation of business-incubators, Technoparks, industrial parks in Tatarstan. Next large infrastructural projects – IT park and the Technopolis «Himgrad». Thus, two more motive power will carry the regional innovative infrastructure which will pull behind itself strategically important orientations of Tatarstan economy’s development–IT technology and deep oil refining.
Work of the created innovative infrastructure needs constant monitoring and an estimation of its efficiency. With that end in view key indicators of activity’s efficiency of the Technopark, based on indicators of the oldest in the world European network of business-incubators ЕВN, are defined. As a result of outcome’s comparison of outcome of the activity of Technopark "Idea" with the activity of the European network of business incubators it is revealed, that Technopark indicators are essentially above the average level of leading Technopark results of the European network ЕВN.
The analysis of the activity’s results of Technopark "Idea" for 5 years allows drawing the basic vectors of development of an innovative infrastructure the next years. So, one of priority directions of the further Technopark development will be the centre’s creation of collective using by the hi-tech equipment, the joining European network of business incubators and the experience’s dissemination of the creation of an innovative infrastructure on other places. In addition the range which given to residents of Technopark of services, will increase and their quality will improve.
