Memorandum of Understanding in the field of nanotechnologies.

On the 27th of January, 2010 Innovative Technopark “Idea” and the College of Nanoscale Science and Engineering of the University at Albany (State University of New York) signed Memorandum of Understanding in the field of nanotechnologies.

The College of Nanoscale Science and Engineering of the University at Albany is the first college in the world dedicated to research, development, education, and deployment in the emerging disciplines of nanoscience, nanoengineering, nanobioscience, and nanoeconomics. Partners of this organization are world-known companies such as IBM, AMD, SONY, Toshiba, Qimonda, Honeywell, ASML, Applied Materials, Tokyo Electron, and Freescale.

A new stage in the development of high-tech business by the Technopark “Idea” started with a partnership with IBM. In 2007, Technopark “Idea” and company “IBM Eastern Europe/Asia” begun to work together on carrying out of marketing researches, designing of development strategy and business plan of Technological center of IT-developments of embedded systems in the field of mechanical engineering and petrochemistry which have export potential.

The Technological center of IT-developments is a part of park in the high technology of the Republic of Tatarstan located at to sites: at a location nearby Technopark “Idea” (IT-park) and on the territories of petrochemical park “Himgrad”.

Within the bounds of cooperation with IBM and the search of new directions of science intensive high technology business development, as well as acquiring skills in the commercialization of complex high-tech development, it was decided to find international partners and consultant on these matters Such partner became the College of Nanoscale Science and Engineering which has extensive experience in the commercialization of nanotechnological developments and also cooperates with major world-known companies.

In the September, 2008 delegation of SUNY visited Kazan. The delegation was led by the head of Nanoeconomy department of the CNSE Mr. Edward Cupoli. The visit was aimed at intensifying the work to identify areas for scientific cooperation in the field of nanotechnology, acquaintance with the scientific developments of the Republic of Tatarstan in the field of nanotechnology, identifying ways to effectively use scientific equipment available to the SUNY University in the Republic of Tatarstan, to create conditions for students and young scientists, conducting work in the field of nanotechnology, the organization of scientific and applied research and the visit of representatives of the Republic of Tatarstan in the University SUNY, Albany, New York, USA.The SUNY delegation had visited Institute of Organic and Physical Chemistry named after A.E. Arbuzov, Kazan Physical and Technical Institute named after E.K. Zavoisky, and met with Chairman of the State Council of the Republic of Tatarstan Farid Mukhametshin, and also with chancellors of the leading instates of higher education.

On the 25-29 of January, 2010 parliamentary delegation of the Republic of Tatarstan headed by Chairman of the State Council of the Republic of Tatarstan Farid Mukhametshin was visiting United State of America. It is the first visit of such level of parliamentary delegation of the Republic of Tatarstan in USA. The delegation included Chairman of Committee of State Council of RT on economy, investments and entrepreneurship Marat Galeev, general director of the Technopark “Idea” Sergey Yushko and other official persons.

One of the main goals of the visit is to discuss perspectives of realization of joint project on creating of Nanotechnological Center on the basis of the Technopark “Idea” in the partnership of the leading institutes of higher education and researching institutes in Kazan within the bounds of contest of State Corporation “Russian Corporation of Nanotechnologies” on selection of projects of creating Nanotechnological Center.

During the visit Memorandum of understanding were being signed by State Council of RT and Senate of New York state intending to render every kind of assistance on the part of representative public authorities of the state and the republic in development of scientific, technical and economic cooperation , activization of legislative activity on overcoming crisis effects in economy, assistance to experience exchange on improvement of educational systems, and also humanitarian exchanges in the field of art, culture, sport and tourism in the development of this document.

On the 27th of January, 2010 Innovative Technopark “Idea” and College ofNanoscale Science and Engineering of the University at Albany signed Memorandum of Understanding.

The signing of this memorandum was made possible with inter-parliamentary agreement (the signing of the Memorandum of understanding between State Council of RT and Senate of New York) , as well as approval of Technopark “Idea” initiatives by Assembly and Senate of the State of New York.

Through the partnership, CNSE will provide assistance to, and participation with, IDEA in areas such as educational, research, and commercialization advisory functions, and consulting services to include specialized training courses for students, faculty and scientists of theRepublic of Tatarstan at the CNSE facilities, and the potential creation and program design of nanotechnology centers both in Kazan and at CNSE.

In addition, the partnership provides opportunities for IDEA to procure research and development equipment, and to receive assistance in technology transfer and commercialization opportunities in critical nanotechnology-enabled industrial applications, such as green energy, health sciences and nanomedicine which corresponds to the priority projects of the President of the Russian Federation.

The priority areas for scientific cooperation have been recorded following areas: technology film technologies, synthesis of composite materials, technology of synthesis of semiconductor systems and materials and technology of pharmaceutical preparations.
