XIII Innovation Forum “Regional Innovation Leadership: Competition for the Future” was held in Tomsk on May 20-21, 2010.

Organizers of the Forum were Administration of Tomsk region and the Academy of National Economy under the Government of the Russian Federation.

President of the Russian Federation Dmitry Medvedev said that holding of the Forum in the city which long ago earned the reputation as an innovative center is a good tradition.

The focus of the Forum was given to the influence of the leading regions for innovation development on innovative ecosystem of state as a whole.

The Republic of Tatarstan has traditionally participated in the Forum. Within the bounds of the Forum President of Tatarstan Rustam Minnikhanov addressed at plenary session “Challenges of the new decade: building regional innovative ecosystem” in which he noted: “Today it is important to create specialized creative areas for the promotion of innovation. We will not advance far without the focus on its work. But only create a platform, not saturating their ideas without the consumer of these ideas - we do not achieve results. There should be a structured system, clear all the rules of the game”.

In addition Memorandum on the creating interregional “Association of Russian innovative regions” was signed within the bounds of the Forum. In signing was attended by eight regions: the Republic of TatarstanNovosibirskTomsk,IrkutskPermKaluga regions, Krasnoyarsk krai and Mordovia, and also Russian Corporation of Nanotechnologies. The main tasks of the Association are lobbying interests of Association participants and experience exchange in the sphere of development and implementation innovation.

The business program of the Forum included plenary meetings, round tables and panel discussion with participation of leading Russian and world experts.

General Director of the Technopark “Idea” Sergey Yushko was a moderator of panel discussion “Typology of Russian Innovative Centers”. Participants of the discussion were first deputy governor of Tomsk region O.V. Kozlovskaya, deputy governor of Kaluga region M.L. Shereikin, head of department of Organization Management Administration of Altai region S.V. Pospelov, director of personnel management, corporate affairs, member of Management of group of companies RENOVA O.B. Alekseev, mayor of Troitsk city V.V. Sidnev and others.

During the discussion were being considered most important for the development of innovative infrastructure issues of business-model, human recourses, typology and strategy of infrastructure of innovative entrepreneurship development. There is already established scincegrads has the potential to use that you want to define the strategy and compare it with the development strategy of Russia.

Also, much attention has been given a project to establish Innovation Center in Skolkovo, which supervises the implementation of Group of Companies RENOVA under the chairmanship of Victor Vekselberg.
