Technopark “Idea” takes part in the XIV Tomsk Innovation Forum - INNOVUS-2011.

Today the XIV Tomsk Innovation Forum   - INNOVUS-2011 has launched its activity in Tomsk.   

The Forum INNOVUS-2011 is an annual communication platform at the federal level relating to discussion of the innovation development strategy of the Russian Federation through 2020. The subject of the Forum – “Innovative Russia – 2020: How to launch the Knowledge Economy?”.

The Forum is organized by the Presidential Executive Office of the Russian Federation, Ministry of Economic Development of the Russian Federation, Administration of the Tomsk Region and Russian Academy of National Economy and State Service at the President of the Russian Federation.       

The XIV Tomsk Innovation Forum was opened by the Governor of the Tomsk Region Victor Kress. In his speech, he noted an unusually great interest in the Tomsk Innovation Forum this year: a record number of participants – about three thousand people, more than ever scheduled working sites and activities.       

Victor Kress gave an impulse to the first debating club “How to launch the innovation economy in Russia?”. The Governor told about the issues that restrict the innovation development of the regions.

Plenary session of the Forum was attended by Chief of Staff of the Presidential Executive Office of the Russian Federation Sergey Naryshkin, Deputy Minister of Economic Development of the Russian Federation Oleg Fomichev, Israel Ambassador in the Russian Federation Dorit Golender.

Program of the Forum INNOVUS-2011 was introduced with the opening of Exhibition complex which involved three expositions for schoolchildren and youth: “Look, it is NANO”, “INO Tomsk-2020” and “Innovation - around us”. The exhibition represents the developments of business-incubators, residents of Tomsk Special Economic Zone and inventions of JSC “RUSNANO”. The difference between these exhibitions is that the children have the opportunity not only to see the nanoindustry inventions and products but also to touch and hold it in their hands. For example, printer of Company “SAN” prints colored pictures on the water to the view of exhibition participants.             

Politicians, heads of ministries, governors of the leading innovative regions, representatives of large business-companies, state corporations, universities and development institutions, developers of technology platforms and foreign experts will discuss the central issue of the Forum – practical steps to the innovation economy within two days in the course of the round tables and debating clubs.     

Memorandum on the establishment of the Interregional”Association of Innovative Regions of Russia” which includes eight advanced innovative regions in Russia was signed within the XIII Tomsk Innovation Forum a year ago. The Working Association which involved the representative of each of participant-region was established after signing of Memorandum.

Chairman of the Association Council, a permanent collegial management body of AIRR, is the governor of the Tomsk Region Victor Kress.

Members of the Association Council are the heads of Tatarstan, Irkutsk, Kaluga, Novosibirsk Regions, Krasnoyarsk and Perm Territories, Mordovia as well as pro-rector of the Russian Academy for Foreign Trade Pavel Kadochnikov and Director on innovation development of JSC “RUSNANO” Yuri Udaltsov.       

Executive director of the Association – Ivan Bortnik, founder of the Fund for the Promotion of the Development of Small Businesses in the Scientific and Technical Sphere.

Sergey Naryshkin was selected as the Chairman of the Supervisory Council of AIRR. The Council includes: Vladislav Surkov, Anatoly Chubais, Vladimir Mau, Igor Agamirzyan, Alexey Ponomarev and Oleg Fomichev.

The Council meeting of AIRR will be held within the Forum INNOVUS-2011 and it will include the consideration of the following issues: progress report of the Executive director of the Association Ivan M. Bortnik, approval of the Association activities plan for 2011 and 2012. In addition, the agreement between AIRR and Skolkovo will be signed under this Forum.    

On May 26, 2011 General Director of Technopark “Idea” Sergey Yushko will attend the AIRR Meeting. He is responsible for the Association performance in the Republic of Tatarstan.  

On May 27, Sergey Yushko will participate as a speaker in the round table discussion “Foundation of the Regional Innovation Systems: mechanisms, practice and competitive advantages”. The round table discussion will include the consideration of the following issues: foundation and development of the regional innovation systems, possible mechanisms of direct interaction between the regions on the interregional projects formation, organization of new innovative facilities; issues on the innovation infrastructure development, including the implementation of the Russian Federation Government Decree No. 219; issues on the establishment of the small innovative enterprises, including in the framework of the Federal Law No. 217.

The Republic of Tatarstan annually participates in the Tomsk Innovation Forum. This year delegation of the Republicheaded by the Minister of Economy of RT Midhat Shagiahmetov.
